Overview and Responsibilities
-- Overview -- The Australian Maritime Safety Authority (AMSA) Operations Division is embarking on a project to modernise its ship inspection and registration functions. AMSA requires a business project manager with experience in all aspects of complex business change implementations. Operations Division is responsible for ensuring that domestic and international shipping in Australia is operating in accordance with the regulatory framework administered by AMSA. To do this, Operations carries out a range of activities to ensure vessels are maintained in good condition, operated safely by people with the required skills, and that cargoes are handled and stowed appropriately to ensure safe transit. Our people undertake a range of flexible and targeted compliance functions, including communication and education, provision of information and advice, certification and monitoring activities, incident investigation and the issue of notices as the need arises. -- Purpose -- The purpose of this role is to deliver a number of business change projects within Operations. The role will be working with relevant managers and subject matter experts to implement new processes and systems in the Division. The role will also work with members of the IT project team to manage the implementation of the system/s that will enable business changes. Reporting to the Program Manager, this role will work with the business stakeholders, SMEs and IT project resources to undertake the following activities: Plan, lead and report on projects. Lead and support project resources. Manage project risks and resolve issues. Establish and maintain a sound working relationship with AMSA stakeholders. Guide the organisational change including clear and consistent communication, active engagement practices and celebrating and advertising success. The candidate should have: Minimum 5-8 years' experience delivering complex business, IT and change projects within federal government programs, with an emphasis on delivering successful business outcomes. Proven track record in project management, delivery and benefits realisation skills; Experience in managing teams to achieve business outcomes; Highly developed communication and stakeholder engagement skills, including interpersonal relationship building. Demonstrated experience in delivering customer focused experiences. Demonstrated experience in problem solving, critical thinking and influencing change. ****NOTE TO SELLERS: PLEASE READ BEFORE SUBMITTING QUESTIONS**** Based on common questions to our roles, the following should be used as a guide. AMSA will not consider options for candidates to work outside of the ACT. Subject to changes to the ACT Health guidelines, the expectation is that the role will be performed onsite. This is a new position with no incumbent and is not a market test. Questions regarding rate, budget and margins will not be answered. A rate has deliberately not been set. Vendors should price candidates competitively for the Canberra market. AMSA will use the Digital Marketplace rate guide to determine a suitable average rate. including requirements, guidelines and operational procedures Timeline for start is a guide only and will depend on evaluation, contract and notice period.
